OJJDP FY 2015 Second Chance Act Strengthening Relationships Between Young Fathers and Their Children: A Reentry Mentoring Project (OJJDP-2015-4053):  This initiative will support the successful and safe transition of young fathers from secure confinement back to their families and communities. Grants will support mentoring and transitional services to offenders who are young fathers reintegrating into their communities. Mentoring and transition services should start during secure confinement and continue through the transition back to the community and post-release. Closing date: 3/2/2015 10 Awards with a $420,000 ceiling per award.  Read more.

OFA has issued a Dear Colleague letter describing job-driven training resources. The Office of Family Assistance (OFA) encourages its grantees and partners to make TANF and other employment and training programs more job-driven. OFA has issued a Dear Colleague letter describing job-driven training resources, with a focus on steps that programs can take to engage employers and use labor market information to help improve employment outcomes for TANF recipients and other low-wage workers.The letter contains links to The Job-Driven Training Checklist, the Ready to Work: Job-Driven Training and Opportunity Report and more.

The Internal Revenue Service and the Free File Alliance have announced the launch of Free File, which makes brand-name tax software products and electronic filing available to most taxpayers for free. Free File is available only at IRS.gov/FreeFile

The Federal Office of Management and Budget completed an overhaul of Federal policies related to grants and cooperative agreements.  The higher level goals of this overhaul were to streamline guidance, strengthen federal oversight, set standard requirements, codify all OMB Circular into Title 2 of the CFR and to increase efficiencies and effectiveness.  All Federal grants and cooperative agreements executed after December 26, 2014 must follow the Omni-Circular (also called the Super Circular). Explore family engagement across disciplines using new inventory A new tool from the Children's Bureau of the U.S. Department of Health and Human Services provides professionals a guide to the definitions of family engagement in various disciplines, as well as how family engagement is implemented in each area.

The Family Engagement Inventory is meant to help practitioners working in child welfare, juvenile justice, behavioral health, and education settings. It shows commonalities across fields, and allows you to contrast family engagement across disciplines.

HHS seeks public and stakeholder input on report to Congress that reviews the effectiveness of the child support program, including an analysis of any unintended consequences or performance issues associated with program practices. Comments accepted through 12/22/2014

New book by Ronald Mincy et al to be released December 1, 2014 - Failing Our Fathers: Confronting the Crisis of Economically Vulnerable Nonresident Fathers by Ronald B. Mincy, Monique Jethwani, and Serena Klempin

  • Multi-method, interdisciplinary study of the most recent quantitative and qualitative studies about vulnerable nonresident fathers.
  • Breaks out of familiar boundaries based on race/ethnicity and marital status at birth.
  • Focuses on the commonalities among nonresident fathers who are unable to support their children, given the mass incarceration and unemployment of the past two decades.
  • Shows how to re-orient policies affecting vulnerable fathers, their children and families from the perspective of a leading contributor to research, policy, and practice in this field over the same period.

Connecting the Dots: Raising A Reader Builds Evidence Base for its Parent Engagement and Early Literacy Program

Bringing Fathers In is a series of smart, punchy, evidence-based information sheets backed up with a series of online research summaries. The information sheets, developed by the Fatherhood Institute (UK) in collaboration with Men Care and supported by the Bernard van Leer Foundation, are free to download, and designed to print. They, and the supporting research summaries, are intended for an international audience of health, education and social care professionals, policy makers, programme managers and designers, researchers and evaluators.

A new set of performance measures for Healthy Marriage and Responsible Fatherhood grantees have been proposed. An additional set of instruments for a cross-site evaluation with a subset of grantees have been proposed as well. Please see a short overview here. This notice has information on how to request a document containing all proposed measures, as well as information on how to comment on the proposal.

Using Evidence-Based Programs By focusing efforts on "what works," communities and programs are better able to improve participants'health and well-being. To boost the potential of an evidence-based program, it often needs to be implemented with fidelity. Factors such as how well a program's design fits with a community's needs affect how well an evidence-based program can be implemented. HHS's Assistant Secretary for Planning and Evaluation has released three issue briefs that cover community readiness and contextual fit of programs, and using evidence-based constructs for program assessment.
